- Implement PredictionPanel component with:
  - Master visibility toggle

  - Action buttons (Run on Visible, Predict All)
  - Confidence threshold slider
  - Label filter checkboxes with per-class metrics
  - Disagreement filter toggle
  - Prediction summary display
  - Model server offline banner
